The DGFT has authorized 35 organizations to issue RCMC certificates, comprising 27 Export Promotion Councils, 6 Commodity Boards, and 2 Development Authorities, each dedicated to promoting the import/export of restricted items.

Validity of RCMC

The RCMC is valid from April 1 of the licensing year when issued and remains valid for five years, ending on March 31.

Documents Required for RCMC

The RCMC application must be accompanied by mandatory documents, which may include:

1. Import Export Code (IEC) number issued by the regional licensing authority.
2. Permanent Account Number (PAN) issued by the competent authority.
3. Memorandum of Association (MOA) for corporate, institutional, private limited, or limited companies.
4. Self-certified copy of the partnership deed for partnership companies and individuals.
5. Trust deed for trusts, institutional, or corporate entities.
6. Certificate from the Registrar of Companies regarding the registered office change of the company.
7. Certified data on the company’s foreign exchange earnings over the past three years, provided by the company’s chartered accountant.
8. Board resolution or power of attorney if the signing authority is not mentioned in the IEC/MOA/partnership deed/trust deed.
9. GST registration certificate.

Types of Exporters/Importers Covered – RCMC

The RCMC application process is open to various types of exporters and importers, including:

1. Ordinary Membership: Suitable for businesses new to the import and export industry.
2. Associate Membership: For entities with an established business in import and export.
3. Premier Trading House (PTH) Membership: For companies with a significant share in India’s total exports.
4. Star Export House (SEH) Membership: For companies with consistent export growth and significant foreign exchange earnings.
5. Trading House (TH) Membership: For companies with an annual turnover of at least INR 100 crores.
